Harwell Parish Council is inviting residents and others connected to the village to take part in a short community survey about whether Harwell should continue work towards a Neighbourhood Development Plan.
Before completing the survey, people are strongly encouraged to read the Neighbourhood Plan Explainer, which sets out the context and explains what a Neighbourhood Plan can and cannot do.
Neighbourhood Plan Explainer
The Explainer is a short, neutral document that explains:
-
what a Neighbourhood Plan is,
-
why it is being considered now,
-
the potential benefits and the real drawbacks, and
-
what this community survey is asking.
It is provided so that people can make an informed decision before responding.

Community survey
This survey is:
-
not a referendum, and
-
does not commit Harwell to producing a Neighbourhood Plan.
It asks whether there is sufficient community support to continue exploring this work, and what matters most to people connected to Harwell if that work were to proceed. Please read the Explainer before responding.
The survey closes on 3 March 2026.
👉 Complete the community survey
Paper copies of the survey are available on request from the Parish Clerk (clerk@harwellparish.gov.uk or 07749 361957).
What happens next?
Once the survey closes, responses will be analysed and summarised. Headline findings will be shared publicly, and Harwell Parish Council will consider the results at a public meeting.
In plain terms
This is not about promises.
It is about whether the community wants to try this structured, evidence-based way of shaping future change – knowing both what it can and cannot achieve.
